Public institutions, NGOs, and development partners face growing pressure to show that their spending delivers real results. Cost-Benefit Analysis (CBA) and Value for Money (VfM) assessments are the tools that make that case. This course gives you the skills to use them well.

You will learn how to identify, measure, and compare the costs and benefits of projects and programs across sectors. The course covers economic evaluation methods, financial analysis tools, and VfM frameworks built around economy, efficiency, effectiveness, and equity. You will practice conducting CBAs using Net Present Value (NPV), Benefit-Cost Ratio (BCR), and Internal Rate of Return (IRR), and learn how to apply VfM analysis within project cycles, budgeting processes, and Monitoring and Evaluation (M&E) systems.

Sessions are grounded in real-world scenarios. You will work through sector-specific case examples and use spreadsheets and analytical tools to produce results you can present with confidence to stakeholders and funders.

Module 2: Identifying and Valuing Costs and Benefits

  • Types of costs including capital, operational, and hidden costs
  • Quantifying and putting a monetary value on direct, indirect, and hard-to-measure benefits
  • Handling uncertainty and documenting assumptions clearly

Module 3: Applying CBA Techniques and Indicators

  • Calculating Net Present Value (NPV), Internal Rate of Return (IRR), and Benefit-Cost Ratio (BCR)
  • Discounting techniques and the time value of money
  • Sensitivity analysis and scenario testing

Module 4: Value for Money Frameworks and Applications

  • The four dimensions of VfM: Economy, Efficiency, Effectiveness, and Equity
  • Integrating VfM into procurement, program design, and service delivery
  • VfM metrics, indicators, and reporting formats

Module 5: Practical Applications in Development Projects

  • CBA applied to infrastructure, health, education, and environmental projects

Capstone Session: Hands-On Cost-Benefit Evaluation Exercise

  • Select a case project and conduct a full CBA from start to finish
  • Produce and present a VfM analysis report with clear recommendations
  • Peer review and structured facilitator feedback
