Without a clear M&E framework, project teams cannot tell whether their work is delivering results. They collect data but cannot use it. They report activities but cannot show impact. This course fixes that.
You will learn how to build M&E frameworks that are logical, measurable, and aligned with your project’s goals. The course takes you from translating objectives into indicators, through results chains and target-setting, to organizing everything into a structured framework your team can actually use.
Training covers best practices in indicator design, baseline establishment, and data management. You will also learn how performance indicators support results-based management (RBM), donor reporting, and organizational learning. Every session combines technical instruction with hands-on practice using real project examples.

- Mapping cause-and-effect relationships across project levels
- Exercise: building a results chain for a sample intervention
Module 3: Designing SMART Performance Indicators
- Defining qualitative and quantitative indicators
- The characteristics of a SMART indicator and why they matter
- Indicator levels: process, output, outcome, and impact
- Workshop: writing and refining indicators for a real or simulated project
Module 4: Target Setting, Baselines, and Data Planning
- Establishing baselines and setting realistic, evidence-based targets
- Performance milestones and indicator tracking tools
- Data sources, collection methods, and reporting frequency
- Exercise: creating an indicator matrix with targets and data plans
Module 5: Integrating Frameworks into Practice
- Aligning M&E frameworks with donor and institutional requirements
- Using frameworks to guide monitoring, evaluation, and reporting
- Data quality assurance and indicator review processes
- Capstone: presenting a complete M&E framework for a selected project
