performance indicators and M&E frameworks

Developing Performance Indicators and M&E Frameworks 2026

Duration: 5 Days

Location: Nairobi

Course Overview

Without a clear M&E framework, project teams cannot tell whether their work is delivering results. They collect data but cannot use it. They report activities but cannot show impact. This course fixes that.

You will learn how to build M&E frameworks that are logical, measurable, and aligned with your project’s goals. The course takes you from translating objectives into indicators, through results chains and target-setting, to organizing everything into a structured framework your team can actually use.

Training covers best practices in indicator design, baseline establishment, and data management. You will also learn how performance indicators support results-based management (RBM), donor reporting, and organizational learning. Every session combines technical instruction with hands-on practice using real project examples.

Course Objectives

By the end of this course, you will be able to:

  • Explain the structure and function of a well-designed M&E framework
  • Develop clear results chains that link project inputs to long-term impact
  • Write SMART performance indicators at input, output, outcome, and impact levels
  • Set baselines, targets, and milestones for tracking project progress
  • Align M&E frameworks with logical frameworks, theories of change, and donor requirements
  • Strengthen data collection and reporting using well-defined indicators

Who Should Attend

This course is designed for professionals who design, manage, or contribute to monitoring and evaluation systems. It is a strong fit for:

  • M&E professionals, officers, and consultants
  • Project and program planners and managers
  • NGO and donor agency staff responsible for results reporting
  • Data analysts working on development projects
  • Government officers involved in development project implementation
  • Anyone responsible for tracking and reporting project or program results

How the Training Works

This course is built around doing, not just listening. You will work through indicator development and framework design step by step, using real project examples and structured group exercises.

  • Technical sessions with real-life examples and ready-to-use templates
  • Step-by-step exercises in indicator development and M&E framework design
  • Case studies of M&E systems from multiple sectors
  • Group work on results chains and indicator matrices
  • Peer review of draft M&E frameworks with facilitator feedback

What You Will Walk Away With

This course produces M&E frameworks you can use from day one. After completing the training, you will be equipped to:

  • Design M&E frameworks that are relevant, measurable, and results-focused
  • Write indicators that clearly capture progress at every level of a project
  • Set realistic baselines and targets backed by a solid data plan
  • Support performance monitoring, donor reporting, and adaptive management
  • Strengthen your organization’s capacity to learn from project data
