Course Overview
Results-Based Monitoring and Evaluation is a powerful framework that helps organizations focus not just on activities and outputs, but on achieving meaningful outcomes and long-term impact. This advanced course builds on foundational M&E knowledge and equips you with the tools and techniques to design, implement, and manage M&E systems driven by results.
You will learn how to integrate results-based thinking into planning, monitoring, and evaluation processes, using results chains, theories of change, and performance indicators. The course emphasizes using evidence to enhance accountability, improve program effectiveness, and support strategic decision-making across sectors.
Through a combination of conceptual grounding and practical exercises, you will strengthen your institution’s ability to measure what matters and demonstrate progress toward development goals.
You can also find out how to apply remote sensing data to results-based management in our GIS for Monitoring and Evaluation Training course. Also find out how to use GIS to strengthen M&E data collection and reporting in our GIS for Monitoring and Evaluation Training course.
Course Objectives
By the end of this course, you will be able to:
- Understand the core principles of results-based management and how they apply to M&E
- Develop and use results chains and theories of change for program design and tracking
- Design comprehensive RBM&E frameworks aligned with strategic goals
- Develop appropriate performance indicators and M&E tools to track outcomes and impact
- Collect, analyze, and use data to inform decision-making and program adaptation
- Strengthen organizational learning and performance reporting through RBM&E
Who Should Attend
This course is recommended for:
- Monitoring and Evaluation officers and specialists
- Project and program managers
- Planning and performance officers
- Technical staff in NGOs, government, and donor agencies
- Development practitioners and evaluators seeking to deepen their RBM&E skills
- Anyone responsible for designing or managing results-focused programs
How the Training Works
Facilitator-led technical sessions combine applied learning with hands-on development of RBM&E frameworks and tools. You will study case studies and take part in peer review of real-world RBM&E systems, work through group exercises on results mapping and indicator formulation, and complete a capstone project with structured feedback.
What You Will Walk Away With
You will gain the competencies to design and lead effective RBM&E systems. You will be able to track progress beyond outputs, demonstrate evidence-based impact, and embed a results culture in program and institutional management.
Frequently Asked Questions
What does “results-based” mean in RBM&E, and how is it different from standard M&E?
Results-based M&E shifts the focus from tracking activities and outputs to measuring outcomes and long-term impact. Standard M&E often stops at confirming that activities happened. This advanced course teaches you to build systems that show whether those activities actually changed anything, which is what donors and institutions increasingly require.
Who should attend this training?
M&E officers and specialists, project and program managers, and planning and performance officers benefit directly from this course. Technical staff in NGOs, government, and donor agencies, along with development practitioners looking to deepen their RBM&E skills, also gain applicable, advanced-level tools.
Do participants need prior M&E experience before taking this course?
This course builds on foundational M&E knowledge, so a basic understanding of monitoring and evaluation concepts is recommended. Participants new to M&E may benefit from completing an introductory M&E course first, then returning to this training for the deeper results-based framework and indicator work.
How does the course teach results chains and Theory of Change?
Participants map inputs, outputs, outcomes, and impacts to build a complete results chain, then develop a Theory of Change for strategic alignment. A hands-on exercise has participants build a results chain for a sample project, connecting the conceptual framework to a real application.
Will participants develop a full RBM&E strategy during the course?
Yes. The capstone session has participants develop and present a complete RBM&E strategy, applying results frameworks, indicators, and performance reporting skills built throughout the course. Participants receive feedback on their strategy before the course ends.
